Advisory Council on Mental Illness

The Michigan Department of Community Health established the Advisory Council on Mental Illness (ACMI) in 1990 to meet compliance standards for comprehensive statewide planning required for federal community mental health block grants. An annual plan - which addresses community-based mental health services for adults with serious mental illnesses and children with serious emotional disturbances - is submitted to the federal Center for Mental Health Services and is used as the basis for subsequent implementation reports.

 
By federal law, the Advisory Council is expected to: 
  1. Review the Mental Health Block Grant Plan and make recommendations;
  2. Advocate for adults with serious mental illnesses, children with serious emotional disturbances and other individuals with mental illnesses;
  3. Monitor, review and evaluate, not less than once each year, the allocation and adequacy of mental health services within the state. 
Advisory Council bylaws require the appointment of 22 or more individuals who represent consumers, families, advocates, service providers and principal state agencies that coordinate services. The Advisory Council meets four to six times per year in the Lansing area.
