In an effort to facilitate systems transformation and build on the strengths of consumer leaders, the Michigan Department of Community Health appointed the Michigan Recovery Council in December of 2005. The Council is comprised of primary consumers, including eighteen individuals who represent each of the Prepaid Inpatient Health Plans (PIHPs) and also serve on the Improving Practices Leadership Teams (IPLTs) for their respective regions. MDCH also invited other community stakeholders to contribute to the process of systems transformation and participate as “Recovery Partners.” Recovery Council Members and Recovery Partners meet bi-monthly to support and advance the transformation of the mental health system in Michigan.
The vision, mission and values of the Michigan Recovery Council are as follows:
Vision:
Each person who receives public mental health services is supported in their individual recovery journey.
Mission:
To lead the transformation of the public mental health system to one based on a recovery foundation.
- Promoting consumer empowerment, self-determination and peer support.
- Creating partnerships and networks of consumers and integrating others who will promote a recovery message throughout the system.
- Providing leadership, education, training and technical assistance on recovery.
- Recommending systems, policies and practices that support recovery.

- Hope – a system made up of those who give hope and those who receive hope.
- The right to pursue and achieve happiness.
- Consumers checking on the quality of services and supports provided.
- Consumer leadership at all levels of the system.
